No significant fiscal implication to the State is anticipated.

The bill would amend the Occupations Code relating to the regulation of industrialized housing and buildings.  The bill would restrict the Texas Department of Licensing and Regulation from performing an inspection or investigation, opening a complaint, initiating an administrative or enforcement action, or imposing a penalty on a manufacturer, builder, or third-party inspector of industrialized housing after the first anniversary of the final on-site inspection of the industrialized housing.  The bill would also change the approval stamp requirements for housing and industrial building designs, plans and specifications.

Based on information provided by the Department of Licensing and Regulation, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.  Based on information provided by the Comptroller of Public Accounts, it is assumed that a loss in penalty revenues would be realized with the implementation of the bill; however, it is also assumed that the amount of revenue lost from penalty collections each year would be insignificant.
