HB625 by Harper-Brown (Relating to the penalty for the operation of a vehicle without a license plate.), As Introduced

The Comptroller states that data necessary to estimate the potential new revenue that could result from enactment of the bill are not available.  Therefore, the bill could have an indeterminate revenue gain to the state.

The bill would amend the Transportation Code to make operating a motor vehicle without a license plate a misdemeanor offense punishable by a fine not to exceed $200. The Comptroller has noted that because the Office of Court Administration does not have records of the number of  license plate violations for the state, there is no basis to determine the bill's fiscal impact.  The Department of Public Safety anticipates no fiscal impact. The bill would take effect September 1, 2013. 

Local Government Impact

No significant fiscal implication to units of local government is anticipated.  However, the bill might result in an undetermined amount of additional local revenue as a result of the bill's penalty.
