LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

May 10, 2013

TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB698 by Springer (Relating to certain procedures for submitting legible and classifiable fingerprints with an application for a license to carry a concealed handgun.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to require the Department of Public Safety to establish procedures for applicants who are required to submit legible and classifiable fingerprints as part of a Concealed Handgun License application and who reside in a county with a population of 46,000 or less and does not reside within a 25-mile radius of a facility with the capability to process digital fingerprints.  It is assumed the costs of implementing the provisions of the bill could be absorbed within existing resources.  The bill would take effect September 1, 2013.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
