HB700 by Lavender (Relating to the authority of a person who is licensed to carry a handgun to openly carry the handgun; providing penalties.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Alcoholic Beverage Code, Code of Criminal Procedure, Government Code, Election Code, Family Code, Labor Code, Health and Safety Code, Local Government Code, Parks and Wildlife Code, and Penal Code to allow an individual who possesses a valid concealed handgun license to carry an unconcealed handgun. The bill would also amend Government Code to define an unconcealed handgun as a loaded or unloaded handgun carried upon the person in a shoulder or belt holster with at least dual points of resistance that is wholly or partially visible. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within current appropriations. The bill would take effect on September 1, 2013.
