The bill would amend the Occupations Code as it relates to the training and use of electromagnetic pulse devices by peace officers and reserve law enforcement officers.
Under the provisions of the bill, the Commission on Law Enforcement Officer Standards and Education (TCLEOSE) shall designate an electromagnetic pulse device for use in disabling a motor vehicle by an officer, shall establish a voluntary training program for licensed officers that provides instruction in the use of electromagnetic pulse devices, and shall administer this training program and issue a certificate of proficiency to each officer completing the training program.
The bill provides authority for TCLEOSE to establish reasonable and necessary fees to cover the costs associated with the provisions of the bill. While an indeterminate amount of revenue is anticipated, it is not expected to be significant and would be for the purpose of offsetting any costs associated with the provisions of the bill.
The bill would take effect upon September 1, 2013.
