LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 29, 2013

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB748 by Raymond (Relating to a waiver allowing the Department of Family and Protective Services to use certain federal funds to test innovation strategies in child welfare programs.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 40, Human Resources Code relating to a waiver allowing the Department of Family and Protective Services (DFPS) to use certain federal funds to test innovation strategies in child welfare programs.

DFPS does not anticipate any significant fiscal impacts as a result of complying with the provisions of the bill. However, the bill only requires DFPS to apply for the waiver. If the application submitted is accepted and the waiver is awarded, there may be costs to the State associated with the actual demonstration project.

The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house; otherwise it would take effect September 1, 2013.

The bill expires December 31, 2015.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
