No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC), using existing resources, to conduct a study to examine the effect of the changes in law to restructure the system of providing certain women's health care and family planning services made by the enactment of Senate Bill 7, 82nd Legislature, First Called Session, 2011, on unintended birth rates in the state. The bill would require HHSC to prepare a report of findings and recommendations and to submit the report to the governor, lieutenant governor, and speaker of the house of representatives no later than December 1, 2014.

The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. If not, the bill would take effect September 1, 2013.

The agency indicates provisions of the bill could be implemented utilizing existing agency resources.
