LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 16, 2013

TO:
Honorable Lois W. Kolkhorst, Chair, House Committee on Public Health

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB772 by Howard (Relating to the immunization data included in and excluded from the immunization registry.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code as it relates to the immunization data included in and excluded from the immunization registry.  Under the provisions of the bill, the immunization registry would change from an opt-in registry, meaning a person's immunization information is not retained in the process unless the person or their legally authorized representative consents, to an opt-out registry, meaning that the information would be retained in the registry until there is a request for removal.  It is assumed that the provisions of the bill can be implemented within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
