No significant fiscal implication to the State is anticipated.

The bill would amend portions of the Parks and Wildlife Code relating to the discharge of a firearm across the property line of a school. Under bill provisions, at the request of a school district, the Texas Department of Transportation (TxDOT) would be required to place signs in appropriate places along state or federal highways, or roads maintained by cities and counties, as appropriate, to alert hunters of the proximity to a school. The bill would provide that any school requesting TxDOT produce and place such signs pay the costs of production and placement. TxDOT indicates that the cost of requested signs would be approximately $600 per sign.

Also, under bill provisions, the Texas Parks and Wildlife Department (TPWD) would be required to include in the department's Hunter Education programs awareness of the danger of discharging a firearm across school property lines. This analysis assumes both TxDOT and TPWD could reasonably absorb expenses to implement bill provisions, if any, within each department's existing resources.
 
The bill would be effective September 1, 2013.


Local Government Impact

Costs associated with requesting TxDOT produce and place signage, as well as enforcement, prosecution and confinement could be absorbed within existing resources.
