No significant fiscal implication to the State is anticipated.

The bill would amend portions of the Parks and Wildlife Code relating to the identification of breeder deer.  Under bill provisions, the Texas Parks and Wildlife Commission would adopt an electronically readable identification system and microchip numbering system, as well as public a list of approved tags and microchip implants no later than March 1, 2014.
 
Under bill provisions, the Texas Parks and Wildlife Department (TPWD) database for breeder deer must allow means to identify a single breeder deer. TPWD estimates the bill would require minimal additional programming costs to the department’s deer breeder database to allow multiple concurrent identification numbers for a single deer, if the deer has been transferred between facilities.  This analysis assumes such costs reasonably could be absorbed within the department’s existing resources.
 
The bill would take immediate effect if the bill receives two-thirds the vote in both houses.  Otherwise, the bill would take effect September 1, 2013.

Local Government Impact

No fiscal implication to units of local government is anticipated.
