No fiscal implication to the State is anticipated.

The bill would amend the Family Code to authorize a county clerk to issue a marriage license for an absent applicant that is a member of the armed forces of the United States stationed in another country; a person that is unable to appear personally; and is unable to attend the marriage ceremony. A county clerk could also issue a marriage license to both absent applicants.
 
The bill would require a county clerk to maintain an affidavit of the absent applicant and the application for the marriage license in the same manner as a marriage license submitted by two applicants that appear in person.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
