No significant fiscal implication to the State is anticipated.

The bill would prohibit an agency or political subdivision of this state from contracting with or providing assistance to a federal agency or official with respect to the enforcement of a regulation of a firearm, a firearm accessory, or firearm ammunition that does not exist under the laws of this state. Under the bill a political subdivision of this state that does enforce such laws would be ineligible for state grant funds.

The bill would also allow a citizen of the State of Texas to file a complaint with the Office of the Attorney General (OAG) if the citizen offers evidence that a political subdivision of this state is enforcing federal rules concerning the prohibition or restriction of firearms, firearm accessories or firearm ammunition.  If the OAG determines the complaint is valid, the OAG may file a petition of writ of mandamus to compel the political subdivision to comply with this committee substitute.
