LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

March 1, 2013

TO:
Honorable Tryon D. Lewis, Chair, House Committee On Judiciary & Civil Jurisprudence

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB929 by Aycock (Relating to the Parrie Haynes Trust.), As Introduced

No fiscal implication to the State is anticipated.

The bill would repeal Section 17, Chapter 952 (House Bill 3391), Acts of the Eighty-first Legislature, Regular Session, 2009, which directed the Texas Parks and Wildlife Department (TPWD) and the Texas Youth Commission to seek representation by the Texas Attorney General (OAG) to pursue a modification of the terms and purposes of the Parrie Haynes Trust, to include the possible transfer to TPWD of the management of the trust and the control of the Parrie Haynes Ranch.

The bill's provisions would have no fiscal impact.  According to TPWD, the department has already terminated its lease of Parrie Haynes Ranch and has informed the OAG and the Texas Juvenile Justice Department that TPWD does not wish to seek control of the Parrie Haynes Trust and Ranch.

The bill would take effect immediately upon enactment, assuming the bill received the two-thirds majority votes in both houses of the Legislature, otherwise the bill would take effect September 1, 2013.

Local Government Impact

No fiscal implication to units of local government is anticipated.
