The bill would amend the Government Code to require the Texas Department of Criminal Justice (TDCJ) to implement and enforce a zero-tolerance policy for failure to protect inmates from retaliation for filing a grievance. The bill would establish reporting requirements regarding the policy and related issues. TDCJ has determined that the bill would not result in a significant fiscal impact to the State. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2013.
