Fiscal Analysis

The bill would create a new student loan repayment program for certain child protective service workers administered by the Higher Education Coordinating Board (Board). To be eligible to receive repayment assistance, a child protective services case worker must apply to the Board and have been employed for at least one year as, and be currently employed full-time as, a direct delivery caseworker at the Department of Family and Protective Services. The amount of loan repayment assistance could not exceed $5,000 per year and could be received for up to four years. The bill establishes the protective services caseworker student assistance trust fund which is outside the treasury and administered by the comptroller. The fund would be supported by gifts, grants and donations received by the Board and the legislature may appropriate money to the trust fund.

Methodology

For purposes of this fiscal note it is assumed the legislature would appropriate general revenue to support the new program which would flow into the new trust fund created by the bill.  It is further assumed that 100 caseworkers would participate in the program beginning in fiscal year 2014 and in each year thereafter and would receive the maximum awards amount of $5,000 per year.
