LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 8, 2013

TO:
Honorable Wayne Smith, Chair, House Committee on Licensing & Administrative Procedures

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1013 by King, Susan (Relating to civil liability for the provision of an alcoholic beverage to a minor.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Alcoholic Beverage Code relating to civil liability for the provision of an alcoholic beverage to a minor. This bill deletes the language "under the age of 18", thereby extending section 2.02 of the Alcoholic Beverage Code to include all minors under the age of 21.

It is assumed that implementing the provisions of the bill could be absorbed within the existing resources of the agency. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2013.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
