No significant fiscal implication to the State is anticipated.

The bill would allow a defendant to waive the right to a hearing and counsel by providing notice before a notary public or a court of record; currently the defendant would only be allowed to waive these rights before a court of record.

No significant fiscal implication to units of local government is anticipated.
