No significant fiscal implication to the State is anticipated.

The bill would amend the Penal Code to stipulate a person commits an offense if the person intentionally, knowingly, or recklessly possesses or goes with a firearm, illegal knife, club, or prohibited weapon on the premises of a school or institution of higher education on which an activity sponsored by a school or institution of higher education is being conducted, unless authorized by the institution in writing, or the person possesses a concealed handgun that the person is licensed to carry. The bill would allow a properly licensed individual to possess a concealed handgun at a collegiate sporting event unless effective notice is given pursuant to Section 30.06 of the Penal Code.

State institutions of higher education reported that the bill's provisions could increase costs related to campus police operations, security programs, and staff training. Adaptation of campus facilities to accommodate the storage of handguns could result in new costs for institutions.

For this analysis it is assumed implementing the provisions of the bill could be absorbed within current appropriation levels. The bill would take effect September 1, 2013.


Local Government Impact

Local community college districts could experience increased costs related to campus police operations, security programs, and staff training. Adaptation of community college campus facilities to accommodate the storage of handguns could result in new costs for community college districts.
