No significant fiscal implication to the State is anticipated.
The bill would amend the Occupations Code to decrease the number of members of the Texas Private Security Board (PSB) who must be a U.S. citizen from four to three and require one member of the PSB to be a licensed locksmith. It is assumed that implementing the provisions of the bill can be absorbed within the existing resources of the agency. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, the Act would take effect September 1, 2013.
