HB1106 by Larson (Relating to the identification and operation of vessels in the waters of this state; authorizing a change in fees.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend portions of the Parks and Wildlife Code relating to the ownership records, certificate of title, identification, and operation of vessels in the waters of Texas. Under bill provisions, the owner of a vessel that does not have a manufacturer's hull ID number, or an altered, defaced, or mutilated number may file an application for an ID number accompanied by a fee of $25 or an amount set by the Texas Parks and Wildlife Commission. The application fee for certificate of title would be $25 or an amount set by the Commission. The bill would provide no person may operate a vessel 16 feet or longer unless the vessel is equipped with visible distress signals, as described. The Texas Parks and Wildlife Department (TPWD) does not anticipate increasing fees on applications or certificates during the fiscal note period.  Accordingly, no significant fiscal implication to the department as a result of bill provisions is anticipated.
 
The bill would be effective September 1, 2013.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
