No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 1601 of the Insurance Code to allow a University system to define by rule a new category of “qualified individuals” for whom eligible employees and retirees in the uniform program are entitled to secure coverage. This new category is authorized as an addition to the current right to secure coverage for specific dependents as currently defined by the Chapter. Changes specifically provide that no amount of the cost of coverage for qualified individuals may be contributed by the system for either full-time or part-time employees. Contributions due for coverages elected for qualified individuals are the responsibility of the eligible employee or retiree who elects to cover the qualified individuals, similar to dependent coverage.
