No significant fiscal implication to the State is anticipated.

The bill would prohibit school districts with an enrollment of 5,000 or more from assigning a student in kindergarten through grade six for two consecutive school years with a teacher who did not hold an appropriate certificate or who has less than one year of teaching experience. The bill would allow the commissioner of education to waive these provisions in extreme circumstances.

The Texas Education Agency indicates that the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by using existing resources.


Local Government Impact

There would be some administrative costs to affected districts to comply with the provisions of the bill. Costs would vary from district to district and would depend in part on how many teachers in the district did not hold appropriate certification or had less than one year of experience.
