FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
HB1319 by Turner, Sylvester (Relating to cardiac assessments of participants in extracurricular athletic activities sponsored or sanctioned by the University Interscholastic League.), As Introduced
No fiscal implication to the State is anticipated.
The bill would obligate a district to require a student to receive an electrocardiogram before the student's participation in a University Interscholastic League (UIL) activity, including practice for the activity. A student would have to receive an electrocardiogram once before his or her first year of participation and again before his or her third year of participation.
Local Government Impact
Some school districts pay for physical exams for their student athletes. These districts would experience increased costs if they chose to also pay for the required electrocardiograms. The districts might choose to pay the additional costs or to pass them on to parents or guardians of students.
