No fiscal implication to the State is anticipated.

The bill would amend Chapter 551 of the Government Code to authorize certain water districts to hold a meeting by telephone or video conference call under specified circumstances and would require that such meetings be visible and audible to the public; be recorded by audio and video; and have two-way audio and video communications.

Local Government Impact

There could be significant costs to certain water districts related to the additional conference call requirements; however, the amounts would vary depending on the number of meetings held, and the current procedures and technical equipment available. It is assumed that a water district would only hold a conference call meeting if sufficient resources were available or the additional requirements would not result in a significant negative fiscal impact.
