No fiscal implication to the State is anticipated.
The bill would amend Chapter 142 of the Local Government Code to lower the population of a municipality from 50,000 or more to 10,000 or more in which a meet and confer agreement between firefighters and an eligible municipality can be established.
The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each house. If the bill does not receive the votes required to pass, the bill would take effect September 1, 2013.
Local Government Impact
If an eligible municipality and firefighters association were to meet and confer, there would be costs to the municipality for staff and staff time. If an agreement is reached, the agreement itself would dictate any other fiscal impact. No significant fiscal implication to units of local government is anticipated.
