No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 261 of the Human Resources Code to allow the Office of the Independent Ombudsman of the Texas Juvenile Justice Department (JJD) to communicate with a juvenile offender residing at a facility other than a facility operated by JJD. It is assumed that implementing the provisions of the bill can be absorbed within the existing resources of the agency. The bill would take effect on September 1, 2013.
