The bill would amend the Occupations Code relating to regulation of certain combative sports activities. The bill would dismiss any pending disciplinary or administrative proceedings related to a ringside physician or timekeeper violation but would allow the Texas Department of Licensing and Regulation (TDLR) to collect any administrative penalties that were previously assessed for violations. The bill would also require TDLR to return a prorated portion of the fee paid to the department for the issuance or renewal of the registration or license to a person who holds a valid registration as a ringside physician or timekeeper no later than November 1, 2013.
This analysis also assumes that a revenue loss would be realized with the implementation of the bill based on information provided by TDLR and the Comptroller of Public Accounts; however, it is also assumed that the amount of revenue lost from the licensing and administrative penalty collections each fiscal year would be insignificant.
