No significant fiscal implication to the State is anticipated.

The bill would amend the Property Code and Utilities Code relating to the disconnection of electric or gas utility service. The bill would require a customer, as defined by the bill, to provide written notice of disconnection to each tenant or owner at a nonsubmetered master metered multifamily property prior to disconnection of electric or gas service. The bill would require a gas utility or retail electric provider or vertically integrated utility, not including a municipally owned utility or electric cooperative, in an area where customer choice has not been introduced, to send a notice of service disconnection to a municipality before the utility disconnects gas or electric service to a nonsubmetered master property for nonpayment if the property is located in the municipality and if the municipality has designated an authorized representative to receive the notice.

Based on information provided by the Public Utility Commission, duties and responsibilities associated with implementing the provisions of this bill could be accomplished utilizing existing resources.
