The bill would amend Chapter 256 of the Health and Safety Code as it relates to required safe patient handling and movement policy pertaining to general and specific hospitals, private mental hospitals, hospitals operated by the state, and nursing homes. The bill would require increased education and training for nurses and other direct care staff.
The University of Texas System and The Texas A&M University System indicate any cost to implement provisions of the bill would be minimal and can be absorbed within available resources, and it is assumed the Department of State Health Services can absorb any costs within existing resources.
This analysis assumes the cost to implement the education and training requirements contained in the bill would be minimal for a local government entity that operates an applicable hospital or nursing facility. The cost would vary depending on current processes and procedures.
