The bill would amend Chapter 256 of the Health and Safety Code as it relates to required safe patient handling and movement policy pertaining to general and specific hospitals, private mental hospitals, hospitals operated by the state, and nursing homes. The bill would require increased education for nurses and other staff, a registered nurse to supervise all patient handling or movement, manual patient handling to be conducted by two-person teams except in certain circumstances, and implementation of a quality oversight body at a facility for enforcement of safe handling practices. The University of Texas System and The Texas A&M University System indicate any cost to implement provisions of the bill would be minimal and can be absorbed within available resources, and it is assumed the Department of State Health Services can absorb any costs within existing resources.
