No fiscal implication to the State is anticipated.

The bill would require joint election agreements to allocate election expenses proportionately according to the number of registered voters in the school district as a proportion of the total number of registered voters in all political subdivisions participating in the joint election. This requirement would only apply to a school district located in at least four counties, each with a population of less than 46,100 and not located in a municipality. The bill is bracketed to apply to the Utopia Independent School District.

Local Government Impact

Eligible school districts would experience cost savings by clarifying the statute that costs for joint elections would be apportioned proportionately. This would only impact agreements that did not currently assign joint election costs proportionately. The cost savings for affected school districts would vary from school district to school district.
