No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code, Code of Criminal Procedure and Health and Safety Code to add a new reporting requirement for an individual who voluntarily self-identifies to a law enforcement agency as an individual with a mental illness who should be precluded from possessing a firearm.  The bill also creates a means for such a person to petition the court for an order relieving him or her from the firearms disability. The bill would require the Department of Public Safety by rule to establish a procedure to collect and provide information about a person who voluntarily self-identifies as a person with a mental illness who should be precluded from possessing a firearm. It is assumed the costs associated with implementing the provisions of the bill could be absorbed within current appropriations.  The bill would take effect immediately upon a two-thirds vote of all members in each chamber; otherwise, the bill would take effect September 1, 2013.
