| IN RE: | HB1939 by Orr (Relating to a veteran's employment preference for employment with a public entity or public work of this state.), As Introduced |
This bill would amend the Government Code, Chapter 657 relating to veteran employment preferences for state employment. The bill would require that an individual whose duty is to appoint or employ an applicant for an open position with a public entity to offer an interview to each qualified applicant who is eligible for a veteran's employment preference. The bill would expand current reporting requirements on veteran’s employment preference by public entities to include the percentage of the total number of persons applying for employment with the entity during the reporting period who are entitled to a veteran's employment preference.
Multiple agencies including the Texas Veterans Commission (TVC), the Comptroller of Public Accounts (CPA), the Department of Aging and Disability Services (DADS), the General Land Office (GLO), and the Texas Department of Criminal Justice (TDCJ) indicate that any costs associated with the bill could be absorbed within each agency’s existing resources. The Department of Family and Protective Services (DFPS) estimates that there would be a cost associated with implementing provisions of the bill. It is anticipated that the costs could be absorbed within current agency resources.
