LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 1, 2013

TO:
Honorable Larry Phillips, Chair, House Committee on Transportation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1949 by Gutierrez (Relating to the authority of the Texas Transportation Commission to alter speed limits.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Transportation Commission (TTC) to establish a speed limit of 85 miles per hour on a part of the state highway system if that part is designed to accommodate that speed and if TTC determines, after an engineering and traffic investigation, that the speed is reasonable and safe for that part of the highway system.

Based on the information provided by the Texas Department of Transportation, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
