LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 22, 2013

TO:
Honorable René Oliveira, Chair, House Committee on Business & Industry

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1988 by Perry (Relating to the use of corrugated stainless steel tubing in residential and commercial structures.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code relating to the use of corrugated stainless steel tubing in residential and commercial structures.

Based on information provided by the Texas Department of Insurance, the bill would require the State Fire Marshal's Office (SFMO) to create a minimum standard for the use of corrugated stainless steel tubing in commercial structures and create rules requiring plumbers and electricians to ground all steel tubing. Plumbers and Electricians are not regulated by SFMO. The bill would require the Texas Department of Licensing and Regulation to coordinate with SFMO to define and implement the rules. This analysis assumes that all duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing staff and resources.

Based on information provided by the Texas Department of Licensing and Regulation and Railroad Commission, the bill would have no fiscal impact to the agency.

Local Government Impact

The Texas Association of Counties and the Texas Municipal League reported no significant fiscal impact to units of local government associated with the bill.
