No significant fiscal implication to the State is anticipated.

The bill would amend the Election Code to allow specific-purpose political committees to file monthly reports with the Ethics Commission after submitting written notice of their intent to do so. The bill would allow the committee to return to biannual filing by submitting another written notice of intent. The bill would require the reports to contain the same information as the currently required biannual reports, with the exception that the maximum aggregate contribution amount that is not required to be reported is $10. The bill would also identify a monthly reporting schedule. It is anticipated that any costs associated with implementing the bill could be absorbed within existing resources.

The bill would take effect September 1, 2013 and would apply only to political contributions and expenditures filed on or after this date.

Local Government Impact

Reports filed monthly with a county clerk under the provisions of the bill could create additional workload for counties; however, it is assumed that any additional workload could be absorbed within existing resources.
