FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 10, 2013

TO:
Honorable Joseph Pickett, Chair, House Committee on Homeland Security & Public Safety

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2050 by Dutton (Relating to the creation of a task force to conduct a study and develop recommendations to alleviate the incidence of gun violence in this state.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would create a new task force to conduct a study and develop recommendations for programs and propose legislation to alleviate the incidence of gun violence in this state.  The bill would require the task force to compile a detailed report of its findings and recommendations to the Governor, Lieutenant Governor, and the Speaker of the House of Representatives no later than December 1, 2014.  The bill would require the task force to be composed of nine members that meet requirements established in the bill.  These would include three members each appointed by the Governor, Lieutenant Governor, and the Speaker of the House of Representatives.  The bill would require the Texas Legislative Council (TLC) and the Legislative Budget Board (LBB) to assist the task force in performing its duties.  The bill would expire and abolish the task force on January 1, 2015.

Although the bill does not specify how the TLC and LBB are to provide assistance, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished within existing resources which may include performing duties for this purpose in lieu of other interim work.  It is also assumed that duties and responsibilities for the Governor could be accomplished within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
