No significant fiscal implication to the State is anticipated.
The bill would amend the Civil Practice and Remedies Code to provide an affirmative defense in civil actions to certain individuals granting gated community access to process servers, constables, or sheriffs for delivery of process. No significant fiscal impact to the court system is anticipated. The bill would take effect September 1, 2013.
