LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 23, 2013

TO:
Honorable Tan Parker, Chair, House Committee on Corrections

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2097 by Gutierrez (Relating to a parole panel conducting certain revocation hearings by videoconference.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require a parole panel or designated agent of the Board of Pardons and Paroles (BPP) to conduct certain hearings by videoconference upon the request of a releasee and the sheriff of a county. BPP would be required to adopt rules to implement these changes after consultation with the Texas Commission on Jail Standards (TCJS).

BPP would be required to purchase videoconferencing equipment for hearing offices; however, these costs to BPP would not be significant.

The Department of Criminal Justice anticipates no significant fiscal impact associated with the bill.

TCJS anticipates no fiscal impact associated with the bill.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
