No significant fiscal implication to the State is anticipated.

The bill would implement a recommendation from the report "Enhance State Participation in Municipal Water Conservation" in the Legislative Budget Board's Government Effectiveness and Efficiency Report, submitted to the Eighty-third Texas Legislature, 2013.

The bill would require the Water Conservation Advisory Council to include in their biennial report to the Governor, Lieutenant Governor, and the Speaker of the House of Representatives specific statutory, budgetary, and policy recommendations to improve water conservation and management. The Texas Commission on Environmental Quality anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources. The Texas Water Development Board and the Texas State Soil and Water Conservation Board report no fiscal impact from implementing provisions of the bill.
