IN RE: | HB2169 by Harper-Brown (Relating to the authority of the Texas Commission on Environmental Quality to create a groundwater conservation district in certain counties.), As Introduced |
The bill would prohibit the Texas Commission on Environmental Quality (TCEQ) from creating a groundwater conservation district in a county where the annual amount of surface water used is more than 50 times the annual amount of groundwater produced, that is located in a priority groundwater management area, and has a population greater than 2.3 million. According to the TCEQ, the bill would only apply to Dallas County.
No significant fiscal implications to the TCEQ are expected as a result of the bill's passage.
