HB2169 by Harper-Brown (Relating to the authority of the Texas Commission on Environmental Quality to create a groundwater conservation district in certain counties.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would prohibit the Texas Commission on Environmental Quality (TCEQ) from creating a groundwater conservation district in a county where the annual amount of surface water used is more than 50 times the annual amount of groundwater produced, that is located in a priority groundwater management area, and has a population greater than 2.3 million. According to the TCEQ, the bill would only apply to Dallas County.

No significant fiscal implications to the TCEQ are expected as a result of the bill's passage.  


Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
