No significant fiscal implication to the State is anticipated.

The bill would require the parent or person with legal control of a child under a court order to provide a school district with the child's social security number (SSN) within 30 days of enrolling the child in school.

The bill would require the school district request the Texas Education Agency (TEA) to furnish the district with a student identification number if the parent or person with legal control of a child did not furnish the district with an SSN for the child. 

The bill would require a school district to submit to the Secretary of State (SOS) the number of students enrolled in the district with SSNs and the number enrolled with TEA assigned identification numbers.

Local Government Impact

School districts would be required to collect SSNs for enrolling students and report the number of students with an SSN or with a TEA assigned identification number on the 45th day after the first day of the school year. The Family Educational Rights and Privacy Act (FERPA) of 1974 requires that certain student data be kept confidential. If counts are small, districts may be required to mask data and not give exact counts to protect student privacy. 
 
There would be administrative costs to collect SSNs from students if school districts were not already collecting this information. There would be administrative costs to obtain and possibly mask numbers to be reported to the SOS.
