No significant fiscal implication to the State is anticipated.
The bill would prevent a municipality from adopting an ordinance that would prohibit a church from providing overnight shelter for a child. It would also give a church providing overnight shelter to a child immunity from civil liability for injury to the child or the child's property, unless the act causing the loss was intentional, wantonly negligent, or committed with conscious indifference.
