Honorable Larry Phillips, Chair, House Committee on Transportation
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
HB2330 by Gooden (Relating to regulation of traffic in a conservation and reclamation district by a commissioners court.), Committee Report 1st House, Substituted
No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to authorize the commissioners court of a county with a population of more than 80,000 and less than 130,000 that borders a county with a population of more than 2 million and less than 4 million to enter into an interlocal agreement with the board of a conservation and reclamation district to regulate traffic on a public road owned, operated and maintained by the district.
The bill would amend the Transportation Code to authorize a commissioners court to adopt regulations establishing a system of traffic control devices in restricted zones on property abutting a public road owned by a conservation and reclamation district if a prior interlocal agreement is currently established.
Local Government Impact
It is assumed that a commissioners court would enter into an interlocal contract with the board of a district to apply and adopt traffic regulations only if sufficient funds were available or the contract would not result in a negative fiscal impact to the county. Therefore, no significant fiscal implication to units of local government is anticipated.
