No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to require the Texas Economic Development and Tourism Office (office) at the Office of the Governor to conduct a study that compares the business environment of Texas with that of Louisiana. The bill would require the office to submit its findings by January 31, 2014 to the governor, lieutenant governor, the speaker of the House of Representatives, and the chairs of the standing committees of the legislature with jurisdiction over economic development. The bill would require the governor, lieutenant governor, the speaker of the House of Representatives, and the chairs of the standing committees of the legislature with jurisdiction over economic development to submit to the legislature its recommendations, based on the report submitted by the office, by December 1, 2014.

The Office of the Governor estimates there would be a minimal cost associated with implementing the provisions of the bill.
 
The bill would take effect on September 1, 2013.
