LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

May 4, 2013

TO:
Honorable Lois W. Kolkhorst, Chair, House Committee on Public Health

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2426 by Martinez, "Mando" (Relating to certification and recertification requirements and adoption of statewide certification examinations for emergency services personnel.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 773, Health and Safety Code, as it relates to certification and recertification requirements and adoption of statewide certification examinations for emergency services personnel. Under the provisions of the bill, the advisory council is required to develop and submit to the Department of State Health Services (DSHS) commissioner for approval a process for evaluating national testing and certifying organizations to be used by DSHS to provide statewide certification examinations for emergency medical services personnel. The bill would require DSHS to consider certain standards for the recertification of emergency medical services personnel. The bill would take effect immediately if a two-thirds majority vote in both houses of the Legislature is received, otherwise, the bill would take effect on September 1, 2013. DSHS indicates that the provisions of the bill can be implemented within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
