The bill would amend Chapter 531 of the Government Code to authorize any provider of diagnostic laboratory services to be eligible to participate in all health and human services programs as an in-state provider as long as the provider maintains diagnostic lab operations and employs at least 1000 persons within Texas. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. If not, the bill would take effect September 1, 2013.
The Health and Human Services Commission anticipates there would be a cost related to technology changes to implement the provisions of the bill; the federal matching is assumed to be 75% and 50% respectively for these costs, resulting in a minimal impact to General Revenue Funds.
