Fiscal Analysis
The bill would amend the Transportation Code to require the disclosure of certain information collected by the Department of Public Safety (DPS) to the Secretary of State for purposes of voter registration or elections administration and require DPS to use an image verification system to assist the Secretary of State with voter registration or elections administration.
The Secretary of State indicates the provisions of the bill could be implemented within existing resources; however, DPS indicates implementation of the bill would require $2,264,095 out of State Highway Fund 06 in fiscal year 2014.
This bill would take effect immediately if it receives a vote of two-thirds of each house; if not, it will take effect on September 1, 2013.
Methodology
DPS indicates that implementation of the bill would require changes to its image verification system, managed by a private vendor, which would cost $2,000,000 out of State Highway Fund 06. The agency also estimates implementation would require a need to revise its Application for Texas Driver License or Identification Card form, at the cost of $80 out of State Highway Fund 06, and require the need to hire contractors in order to perform business analysis, development analysis, quality assurance, database administration, security analysis and project management, which would require a total of 2,480 contract hours at a total cost of $264,015 out of State Highway Fund 06.
