No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code relating to certain fees charged for adjudication of claims under health benefit plans.  The bill would prohibit a third-party administrator or pharmacy benefit manager acting on behalf of certain health benefit plans to charge a health care professional, a health care facility, or a person enrolled in a health benefit plan for the adjudication of a claim.

Based on information provided by the Texas Department of Insurance and Texas A&M University System Administration, it is assumed that all duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing staff and resources. 

Based on information provided by the Teacher Retirement System and the University of Texas System Administration, the bill would have no fiscal impact to the agencies.


Local Government Impact

No fiscal implication to units of local government is anticipated.
