No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code and the Insurance Code relating to coverage for and access to hemophilia medical treatment. Under the provisions of the bill, the Department of State Health Services (DSHS) Hemophilia Assistance Program may include premium payment assistance as an allowable program benefit and adds a minimum age requirement to the program. The bill would allow a person to not be ineligible to receive program benefits because the person receives benefits through the Texas Health Insurance Pool. Additionally, the bill would allow an individual to be eligible for coverage from the Texas Health Insurance Pool if the individual is receiving benefits from the Hemophilia Assistance Program.

The bill would take effect immediately upon receiving two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2013.

Based on the analysis provided by DSHS and the Texas Department of Insurance, it is assumed that the provisions of the bill can be implemented within existing resources.
